Family health development programme comprised of three main components. The components are Primary Health, Maternal and child health and tele Health. These services are delivered through community health clinics, Maternal and child Health clinics and mobile health services (Flying doctor service, road mobile and riverine health services)
 
PRIMARY HEALTH CARE (PHC)
Primary health care focuses on provision of health care services through;
1. Out patient services (Acute and Chronic cases) in health clinics and institution such as National service training centre (PLKN) and temporary detention deport (DTS).
2.

Wellness screening among youths, adolescent and the elderly.

3. Established emergency network services with referral hospitals.
4. Provide Primary health care services to those underserved population via 1 Malaysia Clinics and mobile health services.
5. Encourage community participation in strengthening Primary health care such as involvement of village health promoters and clinic’s advisory panels
6. Provision of adequate infrastructure and infostructure to monitor services and strategic planning.
   
OBJECTIVES OF PRIMARY HEALTH CARE
1. Strengthening and integration of activities to prevent and assessed risk factors, management of acute and chronic diseases for communicable and non communicable diseases, limitation of disabilities and rehabilitation of diseases through quality primary health care.
2. Strengthening cooperation  through community participation and private sectors involvement towards a dynamic, integrated and borderless PHC.
3.

Planning and managing of resources and personnel development in tandem with demand in PHC.

4. Planning and monitoring of technical support services in improving quality service in PHC.
5. To deliver integrated, comprehensive and quality health services continuously without border through information and communication technology and specialized services nearer to home.
6. To cooperate with other government agencies in the use of information technology in empowering community at PHC level.
   
Terminology
1. Health clinic is categorized into Health clinic type 1,2,3,4,5 and 6 depending on its scope of services provided and population covered under the clinic operational areas.
2. Maternal and child health clinic are located in town areas and provides health services to mother and children under seven years old.
3.

Klinik Desa or Village health clinics is manned by community nurses and are located in rural areas. It provides health services only to mother and children under seven years old.

4. Mobile health services (MHS) comprised of Flying doctor services, road mobile and riverine services. Its provides health services to those underserved population in rural areas. This MHS usually operates from a health clinics and divisional health office.
5. 1 Malaysia Clinics is established in a neighbourhood or town which targeted attendences from those underserve lower income group urban dwellers. This clinics open from 1000 am till 2200pm.
6. Village health promoters (VHP) are health volunteers selected by their own community to attend basic health training and function as health volunteers in their community. They help the health authority in alerting, recognizing and referring of patient and disease pattern in their community.
