1. Introduction

Assistant Environmental Health Officer of yesteryears were trained towards the promotion of public health of the rural population with emphasis on improving basic health needs of the community at large, such as sullage and human waste disposal, disease control and potable water supply. However today, with strengthened knowledge and insight in environmental health issues impacting the community, subjects such as water quality, environmental health issues, urban health, legislation and enforcement of public health laws, behavioural sciences, information technology and health systems research were taught. In addition, assistant environmental health officers are equired to be better equipped to handle broader areas of environmental health that includes health promotion and education; communicable disease; prevention, investigation, surveillance and control of comunicable diseases; prevention, investigation, surveillance and control of communicable diseases; epidemology; and food science and technology.

2. Career Prospects

Upon completion of the course, graduates would be employed as Assistant Environmental Health Officer in the

  • Ministry of Housing and Local Government

Their services would also be relevant in the :

  • Ministry of Science, Technology and Environment
  • Ministry of Human Resource
  • Ministry of Rural Development
  • Ministry of Defence

Besides employment in Governmental and Quasi-Governmental departments, Assistant Environmental Health Officers would also have roles to play is the private sectors, such as in the building industry, manufacturing industry, and service sectors.

3. Curriculum of the Diploma in Environmental Health Course (Ministry of Health Malaysia)

Course Aim

The course prepares graduates for entry into employment that complied with qualification acceptable to the prrofession and the needs of the employing agencies. Specifically, the course equips the graduates with the expertise in recognizing, analysing, evaluating and recommending corrective action in relation to the management of Environmental Health issues.

6. Entry Qualification and Application

A. Student Status During Course: Trainee Assistant Environmental Health Officer.

-Male and Female 

Applicant Qualifications:
i. SPM or its equivalent, and
ii. Pass in Bahasa Malaysia (including a pass in the Oral Examination) at the SPM level or its equivalent, approved and recognized by the Government.

iii. Conditions For The Promotion By Appointment (KPSL)
Officers who are presently in the Public Health Assistant scheme are eligible for consideration for promotion by appointment to undergo the Health Inspector's Course, upon confirmation of service and are:

a. in possession of qualifications as in (i) above, and
b. not more than 51 years of age on date of application

E. Preference will be given to candidates with:
i. Credit in mathematics and a science subject
ii. Credit in Bahasa Malaysia, and
iii. Pass in English language

Under the Open Application System (Sistem Pengambilan Sepanjang Masa), the Public Services Department receives applications throughout the year.

G. Conditions for Appointment:

a. First Appointment:

i. SPM or its equivalent, and

ii. Successful completion of the Health Inspector's Competence Certificate approved by the Government, or its equivalent [Salary commences on Grade U29: P1T6: RM1194.75], and

iii. Pass in Bahasa Malaysia (including a pass in the Oral Examination) at the SPM level or its equivalent, approved and recognized by the Government.

b. Conditions For The Promotion By Appointment (KPSL)

Officers who are presently in the Public Health Assistant scheme are eligible for consideration for promotion by appointment to the post of Assistant Environmental HEalth Officers U29, upon confirmation of service and are:

i. in possession of qualifications as in (i) above, and
ii. not more than 54 years of age on date of appointment

8. Agreement

Trainee Assistant Environmental Health Officers sponsored by the Ministry of Health Malaysia would be bonded to serve in the Public Sector for a term of 5 years. Failure to comply would result in imposition of a penalty of up to RM35,000.00.

9. Career Advancement

Assistant Environmental Healh Officers on Grade U29 could be promoted through the ranks to U32, U36 and U41/42, U44, U48 and U52.

From time-to-time the Ministry of Health Malaysia, and other relevant agencies, would hold short and long-term in-service courses aimed at upgrading and strengthening knowledge and skills in the field of Environmental Health and other related fields. These courses could be handled either locally or overseas.

Graduate Assistant Environmental Health Officers would be able to transfer their credits to the UiTM, where they would then pursue a degree programme in Environmental Health. Graduates could also further their studies in Environmental Science, Environmental Health Science, Environmental Health, Law, Jurisprudence, Health Science, Applied Science, Food Technology, Food Hygiene, Education, etc. at Degree, Masters and PhD levels in other local and foreign universities through credit transfer.

Many Health Inspectors are perusing their first degrees as they work and a significant number have achieved tertiary qualification status. Many more have moved on to master degree levels and a few shall be graduating with Ph.D.

Presently, the Assistant Environmental Health Officer post has been accorded diploma and degree scheme of service. Those Assistant Environmental Health Officers with the relevant recognized degrees have been appointed as Environmental Health Officers.
