INTRODUCTION

The Occupational Safety and Health Act came into force on February 25, 1994, in Malaysia. Its purpose is to protect workers against health and safety hazards on the job. The Act sets out the rights and responsibilities of all parties in the workplace. It establishes procedures for dealing with workplace hazards, and it provides for enforcement of the law where compliance has not been achieved voluntarily. The Act is based on the principle of the internal responsibility system in which workplace parties work together to identify health and safety problems and develop solutions. The internal responsibility system involves everyone, from the OSH committees to the individual worker.

Under the Occupational Health and Safety Act, a Health and Safety Policy is required where
the number of workers regularly exceeds 5; an OSH Committee is required where 40 or more
workers are regularly employed. Miri Hospital, as an employer, is responsible under the
Occupational Health and Safety Act for establishing the OSH policy and maintaining OSH
Committee. This committee is an advisory body composed of representatives of workers and
management. Its primary function is to plan and monitor the OSH programs, especially to identify workplace health and safety hazards and to make recommendations to management with respect to workplace health and safety. In order to carry out these duties, safety audits are carried out by the elected committee members. The powers of the 0SHC and Health and Safety Representative are outlined in the Occupational Health and Safety Act.

SCOPE OF SERVICES

1. Clinical Services
a. Carry out medical surveillance activities and occupational health clinics for employees at risk of radiation, chemo drug operators for the members concerned
b. Conduct KOSPEN activities every year for all hospital staff
c. Conducting the vaccination program for hospital staff
d. Conduct TB screening annually for all hospital staff
e. Outpatient services for all MGH staff
f. Provide OHD services at the OSH Clinic for occupational diseases (E.g.: Contact dermatitis, follow up for Sharp injury staff and so on)

2. Safety Services
a. Managing notifications and investigations of occupational diseases and accidents.
b. Providing technical advice on safety for development, renovation, and machinery installation.
c. Monitoring and investigating incidents of violence against healthcare personnel.
d. Coordinating the Safety Audit at the hospital level.

3. Administrative Services
a. Planning, implementing, and monitoring OSH programs in the hospital.
b. Enforcing the Occupational Safety and Health Act in the healthcare facilities
c. Acting as Secretary of the hospital’s Occupational Health and Safety Committee and as a member of the Emergency Response Plan (ERP) Committee.
d. Perform duties aa s committee member of various committees, including Fire Safety, Chemical Safety, Radiation, and Hospital Safety (Security).
e. Planning and conducting OSH-related training for staff, such as HIRARC (Hazard Identification, Risk Assessment and Risk Control) and CHRA (Chemical Health Risk Assessment).
f. Monitoring and analysing data and trends in OSH cases among staff.
g. Managing tasks related to HPIA/KPI at the hospital level
h. Conducting tasks related to MSQH Standard 2 certification at the hospital level or any other relevant certification/qualification pertaining toOSH Services
